Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Boonville.

REQUEST FOR RELEASE OF FUNDS

The project has not been awarded Community Development Block Grant (CDBG) funds; this notice is being issued to ensure project timelines are maintained. On or after November 28, 2025 the City of Boonvillewill submit a request to the State of Missouri Department of Economic Development for the release of CDBG funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383), to undertake the following project:

Project Title: Boonville Route B/American Roundabout

Purpose: The purpose of the proposed project is to improve safety and relieve congestion at the intersection of Route B and Americana Drive in Boonville, Missouri, a critical access point to hotels, restaurants, gas stations, an RV park, and other services supporting both residents and Interstate 70 travelers.

The project will construct a modern single-lane roundabout to reduce conflict points, calm traffic, and allow continuous circulation through the intersection. Supporting improvements include ADA-accessible pedestrian crossings, storm drainage upgrades, roadway realignments, and relocation of utilities and fire hydrants. Temporary detours will maintain traffic flow during construction.

Location: Intersection of Route B and Americana Drive

Estimated Cost: Total Project cost: $2,338,873; Community Development Block Grant Funding: $500,000.

FINDING OF NO SIGNIFICANT IMPACT

The City of Boonville has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement; under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) file with the City of Boonville at the City Hall, 401 Main Street, Boonville, MO 65233 or with the Mid-Missouri Planning Commission, 206 E Broadway, Ashland, MO 65010 where the ERR can be examined or copied on weekdays 8 A.M to 4 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Boonville City Hall at the address above. All comments received by publication date plus fifteen days will be considered by the City of Boonville prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City of Boonville certifies to the State of Missouri that Ned Beach in his capacity as Mayor of the City of Boonville, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State of Missouri’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Boonville to use HUD program funds.

OBJECTIONS TO THE RELEASE OF FUNDS

The State of Missouri will accept objections to its release of funds and the City of Boonville certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Boonville; (b) the City of Boonville has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State of Missouri; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to State of Missouri Department of Economic Development, Community Development Block Grant at PO Box 118, Jefferson City, MO 65102. Potential objectors should contact the State of Missouri Department of Economic Development to verify the actual last day of the objection period.
