NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Boonville.

REQUEST FOR RELEASE OF FUNDS

On or after July 24, 2026, the City of Boonvillewill submit a request to the State of Missouri Department of Economic Development for the release of CDBG funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383), to undertake the following project:

Project Title: Kemper Renovation and Expansion

Purpose: The proposed project consists of the rehabilitation and adaptive reuse of Academic Hall, a historic three-story building located on the former Kemper Military School campus, together with the construction of a new building addition and associated site improvements. The purpose of the project is to preserve and modernize the existing facility while expanding space for childcare, educational, recreational, and community programming.

Academic Hall is an existing three-story masonry structure consisting of load-bearing brick exterior and interior walls with wood-framed floor and roof systems. The lower level currently contains gathering and assembly spaces, while the middle and upper floors contain classroom areas. The project includes extensive interior renovations throughout the existing building to improve functionality, accessibility, life safety, and building systems while maintaining the historic character of the structure.

The project includes construction of an approximately 60-foot by 90-foot addition located at the rear (west) of Academic Hall. The addition will contain a multi-purpose room, kitchen, storage areas, restrooms, and administrative offices to support childcare and community programming. The addition will be connected to the existing building through a transition space that is intentionally narrower than Academic Hall and recessed approximately 40 feet from the existing building façade in order to minimize visual impacts.

A new three-stop elevator will be constructed within the connection area between the existing building and the addition, providing accessible access to all levels of Academic Hall and bringing the facility into compliance with current accessibility requirements.

The new addition will utilize load-bearing concrete masonry unit (CMU) walls with exterior brick and stone finishes designed to be compatible with the existing historic building. The roof system will consist of steel bar joists, metal decking, insulation, and membrane roofing materials.

The addition has been intentionally located at the rear of Academic Hall to preserve the historic street-facing appearance of the building and minimize visual impacts to the campus streetscape. Architectural alternatives that would have shifted the addition to the south were evaluated; however, the selected design reduces the visual prominence of the addition by limiting side overhangs to approximately eight feet on both the north and south sides of the existing building rather than creating a larger overhang on a single side. In addition, relocating the addition farther south would significantly complicate the relocation of the existing campus roadway due to existing facilities and site topography.

Associated site improvements include expansion of the existing parking area, modifications to internal campus circulation, relocation of portions of the existing roadway serving the rear of the campus, utility improvements, accessibility upgrades, landscaping, and other improvements necessary to support the renovated facility and new addition.

Upon completion, the project will preserve and rehabilitate a historic campus building while providing expanded childcare, educational, recreational, and community services for the City of Boonville and the surrounding region.

FINDING OF NO SIGNIFICANT IMPACT

The City of Boonville has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement; under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) file with the City of Boonville at the City Hall, 401 Main Street, Boonville, MO 65233 or with the Mid-Missouri Planning Commission, 206 E Broadway, Ashland, MO 65010 where the ERR can be examined or copied on weekdays from 8 A.M to 4 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Boonville City Hall at the address above. All comments received by publication date plus fifteen days will be considered by the City of Boonville prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City of Boonville certifies to the State of Missouri that Mike Conway in hiscapacity as Mayor of the City of Boonville, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State of Missouri’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Boonville to use HUD program funds.

OBJECTIONS TO THE RELEASE OF FUNDS

The State of Missouri will accept objections to its release of funds and the City of Boonville certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Boonville; (b) the City of Boonville has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State of Missouri; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to State of Missouri Department of Economic Development, Community Development Block Grant at PO Box 118, Jefferson City, MO 65102. Potential objectors should contact the State of Missouri Department of Economic Development to verify the actual last day of the objection period.
